Statutes for the Stora Bygdeträsket Fisheries Management Area (FVO), established in accordance with the Fisheries Management Area Act (1981:533).

§ 1 Name
The name of the association is Stora Bygdeträsket Fishery Management Area Association.
§ 2 Scope
The association manages the fishing activities within the Stora Bygdeträsket Fishery Management Area located in Burträsk parish, Skellefteå municipality, Västerbotten county.
§ 3 Purpose
The purpose of the association is to coordinate the conduct of fishing and fishery management, to promote the common interests of the fishing-right holders while observing the regulations governing fishing activities, and to grant fishing rights to the general public.
§ 4 Membership
A member of the association is any person who owns property with fishing rights within the fishery management area, as well as other users referred to in Section 3, second and third paragraphs, of the Fishery Management Areas Act.
§ 5 Rules for Fishing
Members may fish within the entire fishery management area in accordance with the methods determined by the fishery meeting. Members must hold a fishing rights certificate in order to exercise their fishing rights.
§ 6
The association shall grant fishing access within the entire fishery management area through the sale of fishing permits to the general public. Decisions on such access must not conflict with Section 8 of the Fishery Management Areas Act. The access may cover all types of fishing. The specific terms for the sale of permits shall be decided annually at the regular fishery meeting.
§ 7
No levies in addition to the annual fee may be imposed on the members.
§ 8
The fishery meeting decides whether the fishing rights certificate shall be issued for a fee or provided without cost.
§ 9 Income
The association’s annual net income shall be used for fishery management, supervision, or other measures beneficial to the interests of the members.
§ 10 Calculation of Votes
Decisions at the fishery meeting are made by acclamation unless a vote is requested. Voting rights shall be exercised in person or by an authorized representative.
§ 11 Fishery Meeting
The regular fishery meeting shall be held annually at the time and place determined by the board, but no later than during the month of March.
§ 12
An extraordinary meeting shall be held when the board finds it necessary or when at least one‑tenth of the association’s members request it in writing.
Only matters stated in the notice may be handled at an extraordinary meeting.
Notice
Notice of a fishery meeting shall be issued no later than 2 weeks before the meeting.
Before the regular meeting, the management report, audit report for the concluded financial period, and the income and expenditure statement shall be available for review during the same period.
Notice shall be given through an announcement in the local press and by posting on notice boards.
§ 13 Agenda
At the regular fishery meeting, the following matters shall be addressed:

Election of chairperson for the meeting

Election of two adjusters who shall also act as vote counters

Election of secretary for the meeting

Registration of present members and representatives and decision on the voting register

Adoption of the agenda

Question of whether the meeting has been duly convened

The board’s report and the auditors’ report

Question of discharge from liability for the board

Compensation to the board and the auditors

Election of chairperson of the board and other board members and deputies

Election of auditors and deputies

Appointment of a nomination committee

Proposals from the board and motions from members

Question of fishery management and operations (fishery plan) for the upcoming term and conditions for granting fishing rights

The board’s proposal for the income and expenditure statement and the assessment list

Other matters

Announcement of where and when the meeting minutes will be available
Decision on the voting register may be postponed until an item requiring a specific voting register arises.
